Abstract: *Empowering Indigenous Communities and Primary Livelihood of the MMR – Volume III* explores how legal, spatial, and development frameworks affect Koli and Adivasi communities across the Mumbai Metropolitan Region. Focusing on land rights, regulatory codes for Koliwadas and Gaothans, and development rights, it examines how tenure systems and planning laws shape autonomy, housing security, and traditional livelihoods. The volume also explains how to access and interpret Development Plan (DP) sheets online, helping stakeholders understand zoning and land-use impacts. Overall, it aims to build community capacity for equitable development, cultural preservation, and meaningful participation in regional planning.
