Abstract: This study examines the rise of the Shiv Sena in post-independence Bombay as a nativist response to the perceived marginalization of Marathi speakers. It explores how demographic changes, economic competition, and urban migration fueled ethnic tensions, particularly among the middle and working classes. Using 1971 survey data, it analyzes the party’s recruitment, support base, and strategies. The study also evaluates the impact of preferential policies on inter-ethnic relations and judicial interpretations of equality under the Indian Constitution. It highlights the broader tensions between modernization, meritocracy, and affirmative action in shaping identity politics and democratic governance in a diverse society.
