Abstract: This study examines the role of state-aided charitable hospitals in Mumbai in providing free medical care to the poor. It traces their evolution from colonial-era philanthropic institutions to their transformation post-Independence. A significant shift came with Public Interest Litigation, resulting in the High Court Scheme mandating free and subsidized care. The report critically analyzes hospital compliance, identifying issues like poor oversight and inconsistent service. It combines legal and administrative insights to propose reforms aimed at improving accountability and equity. Placing the issue within a social justice framework, it highlights ways to strengthen healthcare access for the city’s economically disadvantaged population.
