Abstract: Mumbai faces increasing urban heat due to rising temperatures, dense development, low green cover, and heat-retaining materials, with recent events exceeding 39°C. The Mumbai Climate Action Plan identifies heat as a key climate risk and calls for resilient built-environment strategies. In response, BMC, supported by C40 Cities and Tarutium Global Consulting, developed an implementation pathway targeting building-sector hotspots. Using baseline assessments and ground-truthing in three areas, it recommends scalable measures for retrofits and new construction, including climate-responsive design, reflective materials, and nature-based solutions. It also outlines protections for construction workers, aiming to integrate heat resilience into city regulations.
