Improving Transparency in Mumbai's Slum Rehabilitation Programme

To assess the effectiveness and transparency of Mumbai's Slum Rehabilitation Authority (SRA), UDRI evaluated the distribution of SRA schemes implemented over the past twenty-five years across all 24 administrative wards of the city. The study examined the usability and accessibility of the SRA website and GIS portal, identifying opportunities to improve public access to redevelopment information and strengthen institutional transparency.

Understanding the Challenge

Since its establishment in 1995, the SRA has been responsible for implementing slum rehabilitation across Mumbai. However, information relating to project locations, implementation status, and progress has remained fragmented and difficult to access. Limited transparency restricts public oversight, informed decision-making, and the evaluation of redevelopment outcomes, highlighting the need for more accessible and accountable digital platforms.

Strengthening Transparency

UDRI reviewed the SRA's digital platforms and prepared detailed recommendations to improve the accessibility, organisation, and dissemination of redevelopment information. These recommendations were submitted to the State Information Commissioner, Government of Maharashtra, following which a landmark order by the Urban development department directed the SRA to implement the proposed improvements, demonstrating the role of evidence-based research in strengthening institutional transparency and public accountability.
